Of course they were. There was a mediocre tour called "Boybands forever" doing the rounds in Germany recently with moderate success (and also a "Simply the Best" Tina tribute tour...).
Maybe it's my bias as a child of the 80s who stopped caring about pop music in the 90s, but I feel that any stars/groups from the 90s onwards didn't reach the kind of status that the big stars of previous generations enjoyed. Music by the Beatles, Stones, Queen, Abba, Meat Loaf, Tina, etc. (and whatever else has been rehashed for the stage) is sort of timeless, still enjoyed by the fans who grew up with them and re-discovered by young people looking into music history. The stuff of the 90s and beyond though seems more or less forgotten now, or does anyone suddenly say "Oh wow, I just discovered the Spice Girls, what a fabulous band that was" ?
It's also too early to rehash that decade, I think. Those who were young in the 70s/early 80s are now comfortably middle age, secure incomes, etc. and can afford the crazy prices of musical theatre, but those who were young during the heydays of Take That are only in their thirties now, struggling to settle down, trying to raise kids, etc. They'll take one look at the prices in Berlin and move on.
We'll see which of the three will sell - my money is on Tina. Bat out of Hell is DOA being done in German.

Take That have just announced tour dates in Germany for 2019. I‘ve been a Take That fan since I was 13 (no shame) and I am looking forward to seeing them on stage next year. No interest in this musical though.
And yes, Take That were big in Germany in the 90s. But I‘m not sure fans will be traveling to Berlin to see this show especially when they can see the real thing instead.
