Imho it is this written and sung by Irene Cara. What A Feeling from Flashdance won the Oscar and Grammy for best song in 1984.

Also there's a PG Wodehouse story where a character comes up with a way to make his fortune. To write an alternative birthday song, thats just as simple and catchy.... And yes I do have several brown anoraks. Why do you ask?

Though we may not know who turned it into "happy birthday", I would like to contribute to anorak's corner by adding that the tune was composed by Patty and Mildred Hill, and I did not need to google that.
