I thought it was a ministry of transport requirement to have a person on board a train at all times.

I thought it was a ministry of transport requirement to have a person on board a train at all times. It is but the drivers are particularly prone to industrial inaction - the DLR is driverless and seems to keep going a lot better.

There's always a staff member on the DLR though. Driverless does not necessarily mean completely free of all employees.

The Victoria Line trains are driverless but they have someone who opens and closes the doors and is there in case of an emergency

And they will be driverless which at least removes one source of service disruption. How can you tell the difference between a plumber and a chemist? Let them pronounce unionised.
